TERRORIST group Jemaah Islamiah and radical Muslim organizations across Indonesia and Malaysia formed links with al-Qaeda nine years ago, and have sent up to 3000 followers to terrorist training camps in Afghanistan since the late 1970s, a new report reveals.

Many more radical Muslims than previously realized have been trained and then returned to Indonesia, Malaysia and The Philippines to set up sleeper terrorist cells and launch jihad operations against Western interests, the document says.

Attorney General John Ashcroft warned that terrorists are alive and well, and living in the United States.  "There remain sleeper terrorists and their supporters in the United States who have not yet been identified in a way that will allow us to take preemptive action against them," he said.

Ashcroft testified, with other members of the Bush administration, at a hearing to examine the proposed new Department of Homeland Security. He also warned that, as the U.S. becomes more effective in defeating foreign-born terrorists, organizations like al-Qaeda will try to turn U.S. nationals, and even citizens, into allies.

"As we limit the access of foreign terrorists to our country, we recognize that the terrorists' response will be to recruit United States citizens and permanent residents to carry out their attacks," he said, referring specifically to Abdullah al Muhajir (Jose Padilla), a U.S. citizen arrested in May after authorities learned he was allegedly exploring a plan to strike a major American city with a radiological "dirty bomb."

The Justice Department has charged 129 people with crimes as a result of the investigation into the Sept. 11 attacks. Of those, 86 have been found guilty. An additional 417 individuals have been deported for violations of U.S. laws, and Ashcroft says "hundreds more" are currently the subjects of deportation proceedings.

One common recommendation in the testimony of Ashcroft, Secretary of Defense Donald Rumsfeld, Secretary of State Colin Powell, and Secretary of the Treasury Paul O'Neill was how Congress should design the position of the proposed new Secretary of Homeland Security.

"It is critically important as this new department is formed that, while the principles be clearly established of what its mission will be and what the expectations will be, you give the new secretary a substantial grant of authority for flexibility," O'Neill told the committee.

"Simply collecting the organizations that have been named under one new title is not what we need to do," he said.

Powell said flexibility in the relationships between the State Department and federal law enforcement and intelligence agencies has already led to vast improvements in the background checks conducted before foreign citizens are given visas to enter the U.S.

Whoever leads the Homeland Security Department will need the same freedom to innovate, he says.

"We have to make sure that the new Secretary of Homeland Security is given sufficient flexibility, both in terms of law and in terms of the degree of oversight that he is exposed to," Powell noted. "He or she is going to have a very difficult job as they try to put these pieces together ... making a new entity with a new culture."

Ashcroft summarized the philosophy he believes must permeate that new culture.

"America's security requires a new approach, one nurtured by cooperation, built on coordination, and focused on a single, overarching goal: the prevention of terrorist attacks," he said.

O'Neill also urged members of Congress to "be skeptical" of calls for huge amounts of spending to accomplish that goal. He said that American ingenuity will be much more valuable in the war against terrorism than the power of the purse.

As an example, he cited a cooperative agreement between the U.S. Customs Service and automakers in Canada. The manufacturers now search and electronically "bond" cargo intended for shipment to the U.S., sealing the containers so that they cannot be opened without setting off an alarm. The cargo is then brought to the U.S. border for entry.

"As a consequence of this rethinking of the process, what used to be an average 54 minute waiting time, has been reduced to 17 seconds," O'Neill said.

He added that such innovations and improvements fly in the face of terrorists' goals.

"That's the test of this new department," O'Neill explained. "Not to have added costs because of terrorism, but to demonstrate to the world that we can use our technology and our brain-power and we will both be safer and more economically powerful than we've ever been."

More than 100 missing Russian suitcase nuclear bombs...
General Alexander Lebed was for a short time the chairman of the Russian Security Council and Boris Yeltsin's senior national security adviser. Lebed revealed on CBS's 60 Minutes broadcast on September 7, 1997 that Russia had built small, portable nuclear bombs called "Special Atomic Demolition Munitions" that are designed for sabotage, and are truly nuclear "first strike" weapons that would be used at the outbreak of nuclear war by saboteurs. During Lebed's short time in power, he ordered the Russian military to make an accounting of these weapons. According to Lebed, "more than a hundred" of the briefcase-sized nuclear devices are missing. He also warned:

"Can you imagine what would happen psychologically, morally, if this weapon is detonated in a big city? No government would want to see such a situation. About 50,000 to 70,000, up to 100,000 people would be killed."¹
