Vatican Insider reported on June 28, 2011:

The Patriarch of Venice Angelo Scola has been appointed Archbishop of Milan by Benedict XVI, succeeding Cardinal Dionigi Tettamanzi. An appointment which will surely affect the balance of the Italian and international church: despite the fact that Scola will evidently not have a long episcopate ahead of him, the Pope still chose to send him to the Ambrosian diocese, which is one of the largest in the world in terms of its number of priests.

He did so because of the esteem in which he holds the Patriarch of Venice, whom he met 40 year ago, at the time of the Communio magazine founding, when he was still a young priest. He did so, to help destroy the taboo of the impossibility of posting an archbishop from the Movement of Communion and Liberation, to a city in which the birth of Don Giussani’s movement had been greeted with a great deal of controversy. He did so placing the Patriarch of Venice in centre stage; a man who four years ago was in course to become the President of the Italian Episcopal Conference (CEI), a position he never ended up taking because of the different plans which the Secretary of State had, with its intentions of bringing control of the relations with the Italian political sphere, under the aegis of the Vatican.

The appointment which was announced officially after weeks of speculation represents another piece of evidence showing how Benedict XVI is a Pope who knows how to govern; a pope who consults everyone, but in the end chooses for himself, completely independently, without allowing himself to be influenced in any way. He made this very clear less than a year ago when he appointed the new archbishop of Turin and he is proving it again now with the decision he has taken for the Milan diocese.

Many believe that it had been Benedict XVI’s intention for a while to appoint Scola as Tettamanzi’s successor. Other popes before him, during the previous century and in the early part of this century had nominated archbishops of Milan without following the usual consultation procedure or did not hold debates and voting procedures to elect the cardinals that were members of the dicastery which consulted with the Pope on these nominations. Ratzinger however wanted Milan to be treated as any other diocese, without taking any shortcuts. At the same time though he got some of his most trusted collaborators to support Scola’s candidacy, which many believed was anything but imminent. In the end, it was that very name that Cardinal Marc Ouellet brought to the table during the congregation of bishops, just as the pope had hoped.

The task that lies ahead for Milan’s new archbishop is not an easy one. The Ambrosian diocese has been through more than one bad patch as a result of two decisions which cannot be reversed: the merging of parishes in pastoral communitiesdue to a drop in clergy numbers and the introduction of the new Ambrosian missal which involved the inclusion, in the liturgy, of texts from the Holy Scriptures which can be difficult to assimilate. Then there is his relationship with politics. Over the past few years, Cardinal Tettamanzi has often been targeted by Italy’s federalist Northern League party (Lega Nord) which even went as far as calling him an “imam” because of his openness towards the Islamic faithful looking for places to worship and for his speeches defending the Roma population.

In certain political and cultural spheres some exponents of the large and structured Ambrosian Curia hope or fear a “normalisation” such as that which took place during the respective episcopates of Scola’s predecessors, Martini and Tettamanzi. But both those who hope for and those who fear the “restoration” risk of forcing patterns and slogans on reality. One need only look over Scola’s almost ten years of pastoral experience in Venice to realise that his episcopate in Milan will in no way be “reactionary”. “I strive – the new archbishop said – to serve, promoting the multidimensional nature of unity. I am aware of the importance of the Ambrosian church in the development of ecumenism and interreligious dialogue”.
