In a warehouse operated by the logistics company Kuehne+Nagel in the Belgian city of Geel, mountains of contraceptives originally destined for Africa have been stored for months. The inventory is staggering: 26 million condoms, millions of birth-control doses, and 50,000 vials of HIV-prevention medication. Total value: $9.7 million. Many of the products remain viable until 2031.
Now, all of it is scheduled for destruction. The State Department confirmed in July 2025 that a “preliminary decision was made to destroy certain abortifacient birth control commodities from terminated Biden-era USAID contracts.” However, the destruction has been delayed as multiple parties have attempted to intervene and preserve the supplies.
The timeline has become a diplomatic standoff. While the Trump administration initially planned to act quickly, the contraceptives have remained in the Belgian warehouse for months as various organizations and governments made increasingly urgent efforts to prevent their destruction. The Belgian government engaged in “diplomatic discussions with U.S. authorities and explored all possible options to prevent the destruction, including temporary relocation.” The United Nations Population Fund (UNFPA) offered to purchase the contraceptives outright, while MSI Reproductive Choices volunteered to repackage the supplies without U.S. Agency for International Development (USAID) branding and ship them to other countries.
Public backlash in France has also intensified: Over the weekend, a coalition of activist groups launched a petition opposing the incineration, arguing that the move is wasteful and irresponsible. The campaign gathered thousands of signatures in a matter of days.
Despite these efforts, U.S. official have declined all offers to redirect the stockpile. Sources within the Belgian government told the Register that negotiations broke down “in part due to a lack of response from the U.S. government.” A key complication, according to those sources, was that the contraceptives were “embossed with the USAID trademark, and Washington did not want any USAID-branded supplies to be rerouted elsewhere.”
The destruction is now underway. Recent reports confirm that the contraceptives are being transported by truck convoy from Belgium to a medical waste incineration facility in France, where they will be burned at a cost of $167,000 to American taxpayers. The transfer will require dozens of truckloads and at least two weeks, with the incineration process expected to take several months to complete.
U.S. lawmakers have introduced emergency legislation to halt the destruction, but as one advocacy group noted, the bills are “unlikely to be passed in time to stop the incineration.”
These goods became the unwanted legacy of a sharp reversal in American development policy. When Donald Trump took office on Jan. 20, the so-called Mexico City Policy was not only reinstated — it was expanded. USAID, founded in 1961 under President John F. Kennedy as the nation’s primary distributor of humanitarian aid, with an annual budget of $40 billion, was effectively sidelined. Eighty-three percent of USAID programs were eliminated, and the remaining functions were transferred to the Department of State on July 1.
The Mexico City Policy: More Than Just an Administrative Act
To understand the scope of the current controversy, one must recall the origins of the so-called Mexico City Policy. Introduced in 1984 under President Ronald Reagan, the policy bars foreign non-governmental organizations from receiving U.S. development aid if they provide abortion services or even promote abortion — even if those activities are funded independently.
Commonly known as the “Global Gag Rule,” the policy has followed a predictable political rhythm: Republican presidents implement it, while Democrats repeal it. But Trump expanded it significantly in 2017 — and again in 2025. No longer limited to family-planning programs, the policy now applies to the “vast majority of U.S. bilateral global health assistance” — more than $8.8 billion in funding.
Belgium’s Diplomatic Dilemma
The government of the Kingdom of Belgium found itself unwillingly at the center of the conflict. As a key European distribution point for international aid to Africa, Belgium is strategically positioned — and politically exposed. The Belgian Foreign Ministry held intensive talks with U.S. officials and explored “all possible options to prevent destruction, including temporary relocation.”
Despite extensive diplomatic efforts, negotiations ultimately failed. In a pointed statement, the ministry declared: “Sexual and reproductive health must not be subjected to ideological constraints” — a barely veiled criticism of the American decision.
Several international organizations offered to take over or purchase the contraceptives. MSI Reproductive Choices expressed willingness to cover the costs of repackaging the supplies without USAID labeling. The United Nations Population Fund (UNFPA) offered to acquire the goods directly. However, the Trump administration rejected all such offers.
MSI Reproductive Choices — forced to close 21 of 22 mobile contraceptive clinics in Madagascar during Trump’s first term — again announced it would not comply with the conditions of the Mexico City Policy. The organization claims the loss of it services could result in 6.5 million unwanted pregnancies, 2.2 million abortions, 2.1 million unsafe abortions and 21,700 maternal deaths.
However, this criticism of the Mexico City Policy reflects only one side of the story. For many, far more is at stake than development policy alone. Supporters argue that Western contraceptive programs in Africa represent a form of “ideological colonization” — a concern Pope Francis himself warned against.
Nigerian Catholic Obianuju Ekeocha, author of Target Africa, criticizes what she describes as the “neocolonialist” assumptions of Western organizations about what African women truly want. Her research shows that in 2014, Western governments and NGOs donated more than 77 million birth-control pills to African countries — despite widespread moral opposition to contraception across much of the continent.
African Catholic Leaders See a Deeper Symbolism
While the 2015 declaration by the Bishops of Africa and Madagascar remains their most comprehensive statement — accusing the West of spreading a “culture of death” through “sexual and reproductive health and rights” programs and calling it a “new form of slavery” — current African Catholic leaders view the Belgium stockpile controversy as a powerful symbol of ongoing Western cultural imperialism.
The destruction of these contraceptives, they argue, would send a powerful message that America is finally rejecting what they see as the ideological colonization of Africa. Archbishop Gerard Lerotholi of Lesotho recently told investigators that he could not “vouch for” Catholic Relief Services, stating that CRS “neither informs him about its activities in his archdiocese nor takes the views of the local Church into account.”
The Kenyan bishops’ conference has described contraceptive programs as “a western attack on African culture and society,” with bishops arguing that “the drive by foreign agencies” undermines traditional African values. Similarly, some African bishops recently commented on UN reproductive health summits, stating: “We find such a conference not good for us, [and] destroying the agenda for life … [the summit’s agenda] is unacceptable according to our teaching of the Catholic Church.”
For these Church leaders, the decision to destroy rather than redistribute the contraceptives would mark a historic vindication of their long-standing opposition to what they regard as Western reproductive colonialism. It would signal that even Western governments are beginning to recognize the moral failure of imposing contraceptive ideology on traditional societies.
A Victory for Religious Freedom and Cultural Sovereignty
From the perspective of African Catholic leaders, the destruction of the Belgian stockpile would mean far more than the elimination of contraceptives — it would symbolize America’s rejection of cultural colonialism and renewed respect for traditional values. As one African bishop noted, these programs have been “destroying the agenda for life” on the continent.
The controversy also underscores a broader struggle over who has the authority to determine Africa’s development priorities. For decades, African Catholic leaders have argued that Western aid programs routinely bypass local Church authorities — those who best understand the needs and values of their own communities. The Belgian stockpile exemplifies this pattern: contraceptives purchased and distributed without meaningful consultation with the very bishops who shepherd millions of African Catholics.
The Trump administration’s decision to destroy rather than redistribute these contraceptives sends a clear message: America will no longer participate in what African bishops regard as the systematic undermining of traditional African values. It marks a historic break from the pattern of Western governments using aid programs to advance ideological objectives that conflict with the sincerely held religious beliefs of recipient populations.
The Demographics of Faith
The stakes in this controversy are particularly high because, as critics of Western contraceptive programs note, Catholicism is growing fastest in Africa. The Catholic population on the continent has increased by 238% since 1980, and Catholics are projected to make up nearly 25% of the population by 2040. This growth makes the Church an increasingly influential voice in African society — one that Western aid programs have often sought to circumvent rather than engage constructively.
African Catholic leaders view the Belgium controversy as a test case: Will Western governments respect African religious autonomy, or continue to treat the continent as a testing ground for progressive social policies? The decision to incinerate the contraceptives, rather than pursue alternative distribution channels, signals that America is choosing to honor religious conviction over utilitarian concerns about resource waste.
