Washington DC has claimed a major diplomatic victory after the United Nations Security Council overwhelmingly endorsed US President Donald Trump’s peace plan for Gaza. 

The mandate will allow for a foreign security force to take control of the war-ravaged territory as well as establish a governing Board of Peace. 

The vote, held in New York after almost two weeks of tense negotiations, delivered 13 votes in favour.  

Russia and China refused to support the text but declined to wield their vetoes, smoothing the way for one of the most consequential resolutions to pass in years. 

Moscow had previously floated its own proposal, raising fears it would torpedo Washington’s draft at the last moment. 

Hamas has rejected the resolution, saying it fails to meet Palestinians' rights and demands. 

President Trump celebrated the approval, calling it “one of the biggest approvals in the history of the United Nations” and “a moment of true historic proportion”.  

Shortly after the result was read out, he posted to Truth Social saying: “Congratulations to the World on the incredible Vote of the United Nations Security Council, just moments ago, acknowledging and endorsing the BOARD OF PEACE, which will be chaired by me, and include the most powerful and respected Leaders throughout the World.” 

The Board of Peace – a central pillar of the administration’s 20-point roadmap – still has no publicly confirmed membership, other than Trump.  

Under the terms of the resolution, both the board and the new multinational force will operate until the end of 2027. 

The vote formalises global backing for the plan unveiled in September, the same plan that helped secure a ceasefire between Israel and Hamas a month later, ending two years of conflict that erupted after Hamas’s October 7, 2023 attack.  

Washington’s ambassador to the UN, Michael Waltz, welcomed the outcome, thanking members for uniting behind what he called a “historic and constructive resolution”.  

He described Trump’s proposal as a “bold pragmatic blueprint” designed to “chart a new course in the Middle East”. 

Behind the scenes, Arab nations and Palestinian representatives had pushed the US hard to sharpen the language on Palestinian political rights.  

The final text reflects part of that effort, stating that once the Palestinian Authority undertakes reforms, and rebuilding in Gaza advances, “the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood”.  

It also commits the US to establish a dialogue between Israel and Palestinian officials “to agree on a political horizon for peaceful and prosperous coexistence.” 

A statement released earlier by the US mission listed Qatar, Egypt, the United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan and Turkey as supporters of the plan.  

Several of those states are expected to contribute troops. 

Mr Waltz outlined the mission’s responsibilities, saying it would secure the streets, protect civilians, escort aid convoys and supervise Gaza’s demilitarisation.  

The force is set to include personnel from Muslim-majority countries such as Indonesia and Azerbaijan.  

“This resolution is no mere paper promise; it’s a lifeline … It dismantles Hamas’s grip, it ensures Gaza rises free from terror’s shadow, prosperous and secure,” Mr Waltz said.  

“Every day without this (peacekeeping) force, aid trucks lie idle, children starve, and the extremists regroup to try to maintain control.” 

Although Russia and China stepped aside to allow the resolution through, their abstentions underline how heavily contested the diplomatic terrain remains.  

The structure of the Board of Peace – along with the identities of those who will serve on it – is still unresolved, and the promise of a “credible pathway” for Palestinians will be tested. 

What is clear is that Washington now has the international authority it was seeking, and Trump has secured a foreign-policy win.
