Wisconsin's State Fair Melee Shows Why Teen Violence Needs Consequences...

Seven people were arrested after the Wisconsin State Fair ended Sunday night with fights breaking out across the grounds in West Allis. Video shows teens and young adults punching, kicking, and chasing people as police moved in.

"For 11 days, hundreds of thousands of guests came together for a safe and successful Wisconsin State Fair. The incidents Sunday evening were isolated to the final hours of the Fair and are not representative of the experience our guests enjoyed throughout the event. The behavior is always unacceptable and is not what we expect or will tolerate at the Wisconsin State Fair Park."
"We had enhanced security and additional law enforcement resources in place throughout the Fair, including support from the Milwaukee and West Allis police departments, Milwaukee Police District 3, MPD Major Events Response Team, mounted and bicycle patrols, and drone coverage. Those resources allowed our security and public safety teams to respond quickly Sunday evening. We continually review our security plans with our law enforcement partners and look for ways to make the Fair even safer for our guests.

One officer was struck, a security worker was injured, and fair officials said no fairgoer suffered serious injuries. Rumors of gunfire turned out to be false.
The racial politics can stay on the shelf. Footage circulating from the fair shows young people of different races caught up in the chaos. The problem isn't skin color; it's a growing culture in which a crowd, a phone camera, and a social media invitation can turn ordinary teenage stupidity into public violence.
Wisconsin has seen the pattern before. In March, police arrested 14 people after a large gathering at Bayshore in Glendale erupted into disorder. The people arrested ranged from 12 to 19, with charges including disorderly conduct, battery, and resisting police. Bayshore already had a parental guidance rule for minors.
Sunday's trouble is more troubling because the State Fair had a chaperone policy, too. Fairgoers 17 and younger entering after noon had to be accompanied by a parent or legal guardian at least 21 years old.
The adult was required to remain at the park while the policy was in effect. If minors involved Sunday entered under those rules, an obvious question follows: Where were their chaperones when the fists started flying?
The problem has spread far beyond Wisconsin. Over the July 4 weekend, thousands of young people gathered in Raleigh, where nine people were shot and wounded. A 19-year-old was killed during a gathering in Pensacola. Newport Beach police made more than 400 arrests after young people threw fireworks and other projectiles at officers. Cities have responded with curfews, parental fines, social media monitoring, and youth programs.
Youth programs are fine. Kids need places to go, coaches, jobs, recreation, and adults who care where they are. None of those needs erase personal responsibility when somebody decides to punch a stranger, attack an officer, destroy property, or cheer while somebody else does it.
Wisconsin law already recognizes parental responsibility in some cases. Parents can be held liable for up to $5,000 for property damage or personal injury caused by a minor child's willful, malicious, or wanton act. Wisconsin law also provides restitution mechanisms in juvenile cases.
Use those tools; make offenders repay victims when the law allows it. Ban people responsible for violence from returning to the fair, and make parents answer financially when Wisconsin law says they should.
Most teenagers will never join a mob, and they shouldn't be treated as though they will. The ones who do need to quickly learn that a viral video can carry a very real bill.
Seven arrests are a start. The larger lesson can't end when the squad cars leave West Allis. Something has to give, because families shouldn't have to wonder whether taking their kids to a state fair, mall, beach, or downtown celebration means stumbling into somebody else's social media riot.
Consequences won't solve every problem behind these gatherings. They can make one point unmistakable: hurting people for entertainment comes with a price.
