The Canadian Human Rights Commission (CHRC), which has come under fire for trampling on religious freedoms and freedom of expression, has announced that it has launched a comprehensive policy review of how best to address "hate messages" on the Internet.

The Human Rights Commissions, which have in the past deemed hateful Biblical passages dealing with homosexuality, have now commenced the review, headed up by Professor Richard Moon of the University of Windsor.  He is expected to submit his report to the Commission this fall.

Speaking today to the Canadian Association of Statutory Human Rights Agencies (CASHRA), CHRC Chief Commissioner Jennifer Lynch, Q.C. said, "The current debate on how to balance freedom of expression with the need to protect Canadians from hate messages in the Internet age is an important one." Lynch added: "Legislation must evolve - when necessary - to respond and reflect changes in society."

According to the CHRC the review will focus especially on section 13 of the Canadian Human Rights Act and the role of the Commission in enforcing that section of the Act. This announcement comes at a time, however, when support is building to remove Section 13(1) from the Act. Section 13(1) has been used by various human rights commission to prosecute "hate speech" in print publications, including one especially high profile case brought against Macleans magazine for having published an excerpt from the book of the popular conservative journalist Mark Steyn.

Fascism has come to Canada...

In a scathing editorial in the most recent issue of The Catholic Insight (CI), Fr. Alphonse de Valk, the editor-in-chief of the magazine, argues that the ideology of the "divinization" of the state that has historically been called "fascism", is fast encroaching on the rights and freedoms of religious believers in Canada.

De Valk bases his argument on the increasing number of instances where Canadian citizens are being forced to choose between their religious beliefs and the dogmas of the state.

It is a situation with which De Valk is himself intimately familiar. Currently his magazine is the defendant in an expensive and drawn-out human rights complaint. De Valk and Catholic Insight are being accused of having done nothing more than stated traditional Christian teaching on homosexuality - the very same "crime" that other religious citizens in Canada have been found guilty of and punished for by the state's human rights commissions. 

De Valk begins his editorial by quoting a recent piece from REAL Women's magazine, which said that in Canada in the very near future "adoptions, social services such as nursing homes, religious-based schools, marriages, employment conduct, etc., carried out by religious organizations will be held to secular standards, not religious ones."

"One reason for this development," says the editor of CI, "is the demand of homosexual activists that everyone conform to their vision of equality rights.  So much for the argument that legalizing same-sex 'marriage' would be of no concern except to homosexual activists."

Already in Quebec, observes Fr. De Valk, the Department of Education is replacing Christian ethics in schools with a course that teaches that Christianity is but one religion amongst many others. In so doing, he says, "the state dismisses parental rights and the formative role of Christian culture, and replaces it with secular sociology….In history this is called 'statism,' better known as fascism."

In another recent case, the Ontario Human Rights Commission ruled that Christian Horizons, a Christian charity that ministered to the seriously handicapped, must stop requiring its employees to sign a Lifestyle Agreement that would have held employees to traditional standards of Christian morality. Commentators on the decision, lamented Fr. De Valk, including Lorne Gunter of the Edmonton Journal and Nigel Hannaford of the Calgary Herald failed to recognize "that the citizen should honour both state and God."

"By presenting state and God as equal opposites between whom we must choose, Gunter and Hannaford appear to accept the fascist order whereby the state tells the citizen what he may and may not do, think, and write."

This view, says Fr. De Valk, is in direct contradiction to Judeo-Christian teaching, which has always said that the state is a tool made to serve man in order to bring man to God. "Man is made by God and for God. The state is the servant of man, a mere instrument, to help him in this world." To divinize the state, to make of it the supreme arbiter of what its citizens may do or say or think, goes against the entire Judeo-Christian tradition.

Fr. De Valk then goes on to quote from one of the most powerful sections of Pope Benedict's address to the United Nations at length.

"Human rights, of course," said the Holy Father at that time, "must include the right to religious freedom, understood as the expression of a dimension that is at once individual and communitarian - a vision that brings out the unity of the person while clearly distinguishing between the dimension of the citizen and that of the believer….It is inconceivable, then, that believers should have to suppress a part of themselves - their faith - in order to be active citizens. It should never be necessary to deny God in order to enjoy one's rights. The rights associated with religion are all the more in need of protection if they are considered to clash with a prevailing secular ideology or with majority religious positions of an exclusive nature. The full guarantee of religious liberty cannot be limited to the free exercise of worship, but has to give due consideration to the public dimension of religion, and hence to the possibility of believers playing their part in building the social order."

Fr. De Valk concludes his editorial by observing that, as the Holy Father intimated, believers do indeed play their part - an extremely significant part - in building the social order. "For example, through their influential and generous involvement in a vast network of initiatives which extend from Universities, scientific institutions and schools to health care agencies and charitable organizations in the service of the poorest and most marginalized."

He concludes, "Refusal to recognize the contribution to society that is rooted in the religious dimension and in the quest for the Absolute-by its nature, expressing communion between persons - would effectively privilege an individualistic approach, and would fragment the unity of the person."

Homosexualists desire to remake society, while denying Canadians the right to publicly oppose them

Why Canadians are forbidden to express their Church's teaching...

In the previous editorial I mentioned that in Canada, “opposing the homosexual lobby is a lonely task. Many Canadians are frightened, hostile, confused, or indifferent.” (http://catholicinsight.com/online/editorials/article_787.sht...)

One reason for their “fright” is the Human Rights Commissions who have lent their authority to silence opponents of homosexual practice and coerce the non-compliant who simply desire to be left alone. One reason for media “hostility” is the notion that an all-encompassing tolerance is the supreme virtue and that any restriction on it must be seen as intolerance, the supreme vice.

Finally, the reason for “indifference and confusion” is that the Supreme Court has legislated sexual orientation to be a Charter right. This newly coined “right” was “read” into the Charter by Justice Peter Cory in 1995. This new right of equality now conflicts with existing (Charter) rights such as freedom of the press and of religion (http://catholicinsight.com/online/features/article_788.shtml).

The last point answers at once the question why it is important, indeed necessary, in Canada to resist: our rights as citizens are at stake. This is true not only for Catholics and Evangelicals, but also for the Greek Orthodox, orthodox Jews, Muslims, Buddhists, Hindus and anyone who holds to a traditional understanding of marriage in natural law, both as individuals and as supporters of such institutions as school, church, synagogue, mosque and temple. In order to understand why this is so, one must turn to the literature of the homosexual activists.

A good example is an article by André P. Grace & Kristopher Wells entitled, “The Marc Hall Prom Predicament: Queer Individual Rights v. Institutional Church Rights in Canadian Public education,” (http://www.csse.ca/CJE/Articles/FullText/CJE28-3/CJE28-3-gra...). The article quotes dozens of sources by “queer” (their word) writers. The two authors of the article, therefore, may be said to represent the views of the activist homosexual community at large.

The article’s summary introduction reads as follows:

In 2002 Marc Hall’s principal denied him permission to take his boyfriend to his Catholic high-school prom. In examining the politicization of the ensuing prom predicament, we critique Catholicized education and what we perceive to be the Catholic Church’s efforts to privatize queerness as it segregates being religious from being sexual. We situate this privatization as the failure of the Catholic Church to treat vulnerable queer Catholic youth with dignity and integrity as the church sets untenable limits to queer (p. 238).

The Catholic Church’s “institutional efforts to privatize queerness” is explained as – “to keep it hidden, invisible, silent, unannounced – in religion, education, and culture.” This is done, the authors note, “without regard for the broader public law,” as demanded by the Supreme Court ruling of 1995 which inserted sexual orientation as a new Charter right. The Church continues to ignore it.

The Church interprets everything from a “heterosexist” point of view. “In this light, heterosexism is the precursor of homophobia.” (240). It has a “pedagogy of negation” with an intention to “demean or dismiss or fail to protect (queer) youth.” The Church uses its constitutional denominational school rights (Section 93 of the Constitution Act, 1867) to block people’s rights.

The Church’s attempt to “privatize queer” is the equivalent of refusing that person “dignity and integrity” (242). The Vatican’s 1986 document, “ The pastoral care of homosexuals” is referred to as the “Halloween Letter” (244). The Church places itself “above civil law” (245). The school’s rejection of Marc Hall’s request was “discrimination”  (247). Both Bible and Tradition are “cultural technologies of control.” The Catholic religion is a  “political force seeking power for itself” (249).

Marc Hall was a “victim.” His activism was “not planned but provoked.” Because Bishop Anthony Meagher did not accept tolerance according to Freire (which culminates in “inclusive education”), therefore he was “anti-democratic,” and “discriminatory” (253). The article concludes with the note that Catholic ideology is oppressive (261) and that, “Institutional churches have no business in the classrooms of the nation” (265).

Finally, the authors provide proof that they fully understand what it is they seek, when they approvingly quote from Britzman’s, “Is there a queer pedagogy?” (1995):

“Gay and lesbian demands for civil rights call into question the stability and fundamentalist ground of categories like masculinity, femininity, sexuality, citizenship, nation, culture, literacy, consent, legality [religiosity] and so forth… (p.2).

In short, the homosexualists desire to remake society, while denying Canadians the right to publicly oppose them.

The public should know what we are up against.

Presentation before commission seen as a watershed defense of place of Catholic faith in Quebec society and in Canada as a whole

Quebec Cardinal speaks out against imposing relativism on all students...

Quebec City Cardinal Marc Ouellet has spoken out against a Quebec initiative which would impose a relativistic religion course on all Quebec students whether in public school, private school or even receiving home education.  The Cardinal made his remarks before a commission which is seeking public reaction to the program on "Ethics and Religious Culture" which includes positive presentation of homosexual families and requires children to question their own religious upbringing.  (see coverage: http://www.lifesite.net/ldn/2007/oct/07100409.html )

The Cardinal's presentation before the Bouchard-Taylor commission is being seen as a watershed defense of the place of the Catholic faith in Quebec society and indeed in Canada as a whole.

Cardinal Ouellet said that the mandated course "subjects religions to the control and the interests of the State and puts an end to religious freedoms in school which were acquired many generations ago." 

With a firmness and fire rarely seen from the Canadian Catholic hierarchy, the Cardinal said, "No European nation has ever adopted such a radical position which disrupts the religious convictions and takes away religious freedoms. There is an uneasiness felt by many families as well as a sense of helplessness in front of the almighty State."

The Cardinal also used the opportunity to address the underlying problem of the clash between secular humanists and the Catholic culture in Quebec and the rest of Canada. 

"The real problem in Quebec is the spiritual emptiness created by a rupture of religion and culture and a substantial loss of memory brought about by a crisis of the family and education," he said.  "It has caused dismay among young people, the fall of the marriages, the minimal birth rate, and the terrifying number of abortions and suicides to name only a few consequences that are also reflected in the precarious state of elderly people and in the public health system."

"A spiritual renewal is possible," he said, "if the dialog between the State, Society and the Church is resumed in a manner that is constructive and respectful of our collective identity which is now pluralistic." 

As an example of intolerance he cited the desire to remove the crucifix from the National Assembly (legislature). "To remove it would signify a cultural rupture, a denial of who we are and who we are called to be as a collective historically founded on Christian values"
