Pope Benedict At the Helm of the Barque of Peter, in the Storm...

Great is the disorder under heaven, in a Vatican curia riven by conflicts.

The most explosive conflict today is being fought in the field of finance. Fought with neither charity nor truth, in spite of the title of Benedict XVI's encyclical on ethics and economics, "Caritas in Veritate."

This conflict has stunned the world through the unprecedented brutality with which, on May 24, Ettore Gotti Tedeschi was removed from his position as president and member of the Institute for Works of Religion, the Vatican bank.

But the even more stunning character of this and other clashes underway today in the curia and in the Church is that Benedict XVI is at the origin of them.

Not through weakness of leadership, as is universally maintained, mistakenly.

But on the contrary: through clear and strong acts of governance that he has carried out. With an audacious awareness of the opposition that he provokes.

VATICAN FINANCES. THE "MANDATE" OF THE POPE

In fact, the real reasons why the supervisory board of the IOR removed Gotti Tedeschi are not those listed in the record of the vote of no confidence. They are entirely different. They are the same ones that two years ago in December provoked the first serious clash between the president of the IOR and secretary of state Tarcisio Bertone.

In December of 2010, new norms were about to be promulgated in the Vatican that would have cleared the way for the admission of the Holy See to the "white list" of European states with the highest standards of financial transparency, and therefore in opposition to the laundering of illicit money.

To draft these norms, and in particular the law later numbered 127, Gotti Tedeschi and Cardinal Attilio Nicora, at the time the president of the Administration of the Patrimony of the Apostolic See – a Vatican institution that also carries out banking functions – had called in the two Italian experts most authoritative in the matter, Marcello Condemi and Francesco De Pasquale.

But right away, before these norms were promulgated and before the Financial Information Authority stipulated by them was instituted, endowed with unlimited powers of inspection over every movement of money carried out by any office within the Holy See or connected to it, powerful opposition was unleashed against both of these new developments.

The opposition was strong above all on the part of the management of the IOR. And it found support in Cardinal Bertone.

The director general of the IOR, Paolo Cipriani, and the other members of management put up strenuous resistance against the removal of secrecy from accounts deposited with the bank, encrypted and not, into some of which the Italian magistracy has opened investigations, suspecting them of malfeasance. According to them, the secrecy of the IOR was an indispensable pillar of the autonomy of Vatican City-State as a sovereign state. It was their conviction that its secrecy and character as an "offshore" bank were also what made the IOR more attractive than other banks, for its international clientele. And without that, it would be forced to shut down.

But on December 30, 2010, Benedict XVI himself, with a motu proprio – an act of governance personally signed by him – promulgated the new norms without changing a letter of the draft that had prompted so much opposition. And he instituted the AIF with all of its powers of inspection, making Cardinal Nicora its head.

With this motu proprio and with the encyclical "Caritas in Veritate," Benedict XVI has drawn a very clear path of progress. For a definitive transition of Vatican financial activities to a regime of maximum transparency, internationally supervised and recognized.

But the opposition to the new norms and powers of the AIF by no means ceased after the implementation decided by the pope. On the contrary, it grew in intensity.

Last fall, the secretariat of state and the governorate of Vatican City, in agreement with the management of the IOR, rewrote law 127 from scratch. And on January 25, 2012, by decree, they brought into effect the new version, which seriously limited the powers of inspection of the AIF.

Gotti Tedeschi and Cardinal Nicora hotly contested this reversal of stance, before and after its implementation. In their judgment it will cost the exclusion of the Holy See from the "white list," as foreshadowed last March by an inspection at the Vatican conducted by Moneyval – the group of the Council of Europe that evaluates the anti-laundering systems of the various countries – that concluded with an unfavorable judgment on the second version of law 127: eight negative comments versus only two positive, while for the previous version there had been six comments in favor, and four against.

And so we come to the defenestration of Gotti Tedeschi. Agreed upon between the board of the IOR and Cardinal Bertone, contrary to what has been asserted in public by a member of that board, Carl Anderson, an American and the president of the Knights of Columbus.

That May 24, in fact, the meeting of the supervisory board of the IOR that passed a vote of no confidence on Gotti Tedeschi – the account of which has been made public by board member Anderson – was preceded at 1:30, half an hour before it began, by a meeting of the board members with Cardinal Bertone, a meeting he had called, at which IOR director Cipriani was also present.

And in the previous days both Anderson and another board member, the German Ronaldo Hermann Schmitz, had written privately to Cardinal Bertone to announce to him their intention to pass the no-confidence vote on Gotti Tedeschi, "certain to support the just guideline of Your Eminence."

In these same letters to the secretary of state – made public on June 9 by "Il Fatto Quotidiano" – Anderson and Schmitz pointed out their concern over the growing international isolation of the IOR, in particular because of the interruption of relations with it on the part of the big American bank JPMorgan Chase. And they laid the blame for this on the "eccentric" Gotti Tedeschi.

But here as well, it is evident that this is not the real reason for the drop in the international rating of the IOR. The real reason is its anomalousness, its continuing lack of transparency.

Gotti Tedeschi had always kept Benedict XVI's personal secretary, Fr. Georg Gänswein, informed about his activity as president of the IOR and about the opposition he had met.

On more than one occasion, he had received from the pope himself the explicit "mandate" to proceed toward full transparency.

And after he was removed from the IOR, Gotti Tedeschi wanted to send the pope a complete memorandum on the whole affair.

But now these papers and correspondence of his have been requisitioned by the Italian magistracy, in the course of a judicial inspection carried out in his home in Piazenza and his office in Milan on June 5.

And right away sections of the papers and of the questioning began to come out in the media, as happens regularly in Italy in contempt of the secrecy of the legal process.

And confidential papers have also started to come out of Vatican offices again. In addition to the two letters from Anderson and Schmitz, another letter that has come to light was sent last March to the director general of the IOR, Paolo Cipriani, from a psychotherapist in his trust, Pietro Lasalvia, with a disastrous diagnosis of the psychological health of Gotti Tedeschi, made from a casual observation of him during last year's Christmas party for employees of the bank.

The conflict unleashed in the Vatican by the transparency operation therefore has Benedict XVI not as spectator, but as active protagonist.

His is the route that has been marked out. His is the motu proprio of December 30, 2010 that introduced the innovations.

The comeback now attempted by the opponents is not, in fact, capable of disrupting the direction set by the pope. This remains alive, in spite of everything. And it remains alive in public opinion as well, in the conviction that Benedict XVI is for true transparency, while so many other Vatican figures are not, even if they preach it in words.

MEEK GOVERNANCE, BUT FIRM

Of course, finance is not the only terrain on which Benedict XVI has intervened with acts of governance, over the years of his pontificate.

On other and no less important terrains, this pope has made tough and normative decisions, while being aware that he is creating resistance and divisions with them.

Here is a summary of them:

- In 2007, Benedict XVI, with the motu proprio "Summorum Pontificum," liberalized the use of the Roman missal of the ancient rite.

- In 2009, he revoked the excommunication of the four bishops consecrated illicitly by Archbishop Marcel Lefebvre, and with the motu proprio "Ecclesiæ Unitatem" he began the process for the return of the Lefebvrists into full communion with the Church.

- Also in 2009, with the apostolic constitution "Anglicanorum Coetibus," he established norms for the passage into the Catholic Church of entire Anglican communities with their bishops, priests, and faithful.

- In 2010, he promulgated very strict new rules regarding the "delicta graviora," in particular the sexual abuse of minors.

- Also in 2010, he promulgated the cited motu proprio for financial transparency.

- In 2011, with the instruction "Universæ Ecclesiæ," he promulgated new norms for the completion of those on the Mass in the ancient rite.

So then, not one of these acts of governance carried out by Benedict XVI has not prompted controversies, opposition, conflicts.

But be careful. Benedict XVI has never thought of patching up these divisions with disciplinary provisions or with spectacular appointments or demotions.

His art of governance has always been that of accompanying normative decisions – like the motu proprio cited – with a work of persuasion on the profound reasons for these decisions.

So, for example, his initiatives to heal the schism with the Lefebvrists were preceded and explained by the memorable address to the curia of December 22, 2005, on the interpretation of Vatican Council II as "renewal in the continuity of the one subject-Church."

His liberalization of the ancient rite of the Mass was accompanied by an incessant illustration of the richness of both rites, the ancient and the modern, encouraged to enrich one another, as is already taking place before the eyes of all in the liturgies that he celebrates.

His decision to institute, for the Anglican communities that have entered the Catholic Church, ordinariates with a hierarchy and rite of their own, was accompanied by a "symphonic" redefinition of the ecumenical journey with the Christian communities separated from Rome.

His courageous action of leadership in confronting the scandal of sexual abuse was accompanied by an untiring effort of intellectual and moral regeneration of the clergy, culminating in the proclamation of a year for priests. Moreover, Benedict XVI has put in a state of penance entire national Churches, like that of Ireland.

Finally, his decisions in favor of maximum transparency on the financial activities of the Holy See are inseparable from the theological interpretation of this field of human action that he gave in the encyclical "Caritas in Veritate."

He who has ears to hear, let him hear. It is the meek firmness of governance of this pope.

MUST BE ACCEPTED, FOLLOWED
