Major crafters of the U.S. Senate’s current “Gang of Eight”
immigration bill have altered their emphasis. They’re expressing
eagerness for the U.S. House just to come up with some kind of
immigration bill of its own that can go to conference committee and be
“worked on” by House-Senate conferees.
Conservatives and border protectors fear that liberals and
“moderates” in the committee would simply strip out any good House
language and produce a result much like the Senate’s current massive
amnesty-and-pork legislation.
The result then would be sent to the Democrat-controlled Senate
for assured approval, as well as expected House approval when most if
not all of the Democratic minority unites behind it, as well as a
fewnecessary House Republicans.
That’s why defenders of U.S. sovereignty say that in the
current climate, no House immigration legislation at all should be sent
into the manipulative hands of a conference committee.
If the consequences weren’t so serious, it would be comedic to
hear hard-line pro-amnesty senators like New York liberal Democrat
Charles Schumer and Arizona “maverick” Republican John McCain — the
President’s best GOP friend — imploring that the House please send some
kind of immigration bill into conference.
If their amnesty strategy succeeds, it would be interesting to
see how compliantly the majority of Americans receive yet another
massive imposition on their nation, like Obamacare, devised by
conniving, defiant politicians.
Perhaps Schumer’s and McCain’s anxiety is increasing because
they know public opposition to their unreliable handiwork continues to
grow, and could bring about the same defeat for amnesty that the Beltway
Establishment suffered in 2007.
Nationally known New York Catholic blogger and writer Brad
Miner is an example of someone who’d approve the “Gang of Eight” bill if
he thought it would actually respect “the rule of law” and achieve its
stated goal of “progress toward citizenship and secure borders.”
But Miner expects no such result.
Posting on July 29 atThe Catholic Thing web site, under the
headline “Why the Catholic Bishops Are Wrong on Immigration,” Miner
wrote that he expects the Gang of Eight bill would be “about as
effective as that monument to futility, the Immigration Reform and
Control Act of 1986.”
Miner, senior editor of The Catholic Thing, senior fellow of
the Faith & Reason Institute, and a board member of Aid to the Church in
Need USA, wrote that “ as long as the border’s a sieve and Latin
American governments are either socialist or plutocratic, nothing will
change the pace of illegal immigration except a depressed economy inel
Norte.” Miner also is a former literary editor of the National
Review.
Commenting on U. S. Catholic bishops’ approval of the porous
border and embrace of massive Latino illegal immigration, Miner asked: “
If a Lutheran Swede needs a visa and a green card on his way to
citizenship, why isn’t he the subject of the sort of moral
hyperventilating we hear about the Catholic Mexican?”
On August 7 the conservative Breitbart News posted an
interview with Miner, quoting him: “It is interesting, isn’t it, that on
this issue especially the bishops give vent to clearly leftist jargon in
referring to opponents of open borders. Speaking just for myself, I’m a
poor excuse for a Nativist. And when anybody stoops to such
characterizations, it’s almost always indicative of a weakness in their
arguments. Why else demonize those who dissent?
“ In various documents (A Pastoral Letter Concerning
Migration, for instance),” Miner continued, “ the bishops speak of
the rule of law and of national security, but any practical approaches
to enforcement are deemed xenophobic. As I keep saying: What is
un-Christian about a visa?”
Miner agreed to an interview with The Wanderer on
August 15. This writer submitted a number of e- mail questions that he
answered. It wasn’t a real- time back- and forth interview. It was
edited for length.
Q. What prompted you recently to become an “
immigration expert”?
A. I’m old enough to have clear memories of
the issue from the sixties right up through the 1986 immigration-
reform- to- end- all- immigration- reform bill that, as everybody knows,
reformed exactly nothing. Listening lately to members of Congress and
the Catholic bishops convinces me we’ve learned nothing from our
failures.
Q. Where do you live, and is your location a
factor in this expertise ( such as the increased illegal immigration
into Texas now)?
A. I live just north of New York City, so I
have no border issues per se where I live. But my lawn and shrubs and
some other aspects of outdoor maintenance are cared for by a local
gardener, nearly all of whose employees are immigrants from somewhere in
Latin America. I’ve not asked to see their “papers,” understand, but I
would be surprised to find that each and every one has a green card.
Q. When you said you’re a poor excuse for a
Nativist, why is that?
A. I grew up in Columbus, Ohio, at a time when
there was very little evidence of immigration, except in surnames: many
German, a few Italian, and a handful of Chinese. Except for the
immediate environs of the campus of Ohio State, Columbus was not “
diverse” — not anyway in the sense in which that word is used these
days.
Then, in my late 20s, I moved to the island of Manhattan. Now
that’s diversity! And I love it. Nobody who loves NYC would ever deny or
decry the “ melting pot.” But — nearly every one of the immigrants and
their descendants of hundreds of ethnic groups who inhabit Greater New
York came to the U.S. legally. And that’s the key: therule of law; the
rule of law applied equally to all.
Q. As you said, what is un-Christian about a
visa? Why are the most commonsense measures of national protection
scorned by prelates pushing a political agenda?
A. Because the immigrants who have “ caused”
the latest crisis — the ones prompting politicians and prelates to
revisit reform — are Hispanic and Catholic, and because they are in the
U. S. illegally andin their millions, there is a sense that both
American and Catholic social justice must cut through every
consideration except the illegal immigrant’s humanity. In many ways,
this is admirable.
In many nations in the world ( and the examples throughout
history are many), such an influx of foreign nationals would be treated
as a refugee crisis to which a government’s response would likely be
internment camps. Thank God that’s not the American way. America is
large enough and prosperous enough to absorb a huge number of unskilled
workers.
But the fact remains these latest immigrants — just the ones
since 1986 — are mostly here illegally, and lousy as the economy is in
kleptocracies such as Mexico, we are simply not talking here about a
humanitarian crisis — nothing along the lines of the displacedpersons
crisis Europe went through at the end of WWII or that, say, Cambodia
experienced more recently.
Q. Why is honest language so frightening? I
heard my own bishop refer to “ undocumented workers” — although he
should know many of them have plenty of — false — documents whose use
ruins the lives of the legal citizens whose identities were stolen.
A. And this is the approach, the language of
the left: Pick words that put your opponents on the defensive, such as “
undocumented” or “ pro- choice.” It’s just a piece of paper! It’s a
woman’s right!
Q. As you noted, the bishops don’t seem very
troubled as immigration law is widely flouted now. And, especially under
the President, why should anyone expect any aspect of any immigration
law to be followed? ( It certainly wasn’t under Reagan and the Bushes.)
The goal simply seems to be to move as many Latinos into a southern-
borderless U. S. — a “ North American Partnership.”
A. There is an issue of political atmospherics
here. One thing I never heard Reagan or Bush say is that their
administrations would notenforce certain laws, which is what the
President has said explicitly — with regard to immigration and same-sex
“marriage” (DOMA).
Border security, which ought to be a prime concern of any
reform, is a joke. I’m guessing it will continue to be a joke. But to
flaunt laws passed by Congress borders on being an impeachable offense,
given that it directly contradicts the presidential oath of office. And
it’s a poor partnership that treats everything as the responsibility of
just one side of the bargain.
. . . [ A] ny legal immigrant may, if she or he follows
sensible procedures, become an American. Having citizenship as a goal —
putting that as the primary goal, even above economic security — is, in
a way, all the reform we need. I’m not opposed to some sort of seasonal
or guest- worker system ( in essence, what we have in the green-card
program now). But with that has to come enforcement of the expiration of
the privilege.
Q. One never seems to hear that when Latino
illegal immigrants number in the tens of millions, that size should give
them some clout for improving their native countries, instead of
sneaking across our border in twos and tens.Mexico encourages massive
illegal immigration here, but would permit no such thing into Mexico.
A. True enough. But, as regards the cynical,
self- interested leadership in Mexico, most American politicians and
many bishops would say: “Who are we to judge?” Given the tendency of
this group, when given the right to vote, to vote for the Democrats, we
can understand why an administration that loves to meddle in the
governmental affairs of nations in the Middle East refuses to lecture
Mexico.
Q. Nor do U. S. bishops say they’ll be
satisfied with improving the economic conditions of the illegals in
their homelands.
The dominant goal — the exact goal of Culture of Death the
President and his Democrats — is voting U. S. citizenship. The illegal
immigrants could starve to death otherwise, for all the President cares.
A. I do believe, as I said just now, that the
President wants to translate illegal immigrants into quasi- legal voters
(thus his opposition to any sort of voter ID or even, I believe if he
had his druthers, voter registration), but I can’t agree that he
otherwise wouldn’t care about their health and wellbeing. And I’m sure
that’s not what the bishops believe. I’m not saying I know what’s in the
president’s mind; only that I don’t know, so can’t speak to a cynicism
quite so profound.
. . . And I’ll note an interesting thing: Second only to
Protestant evangelicals in their opposition to abortion are Hispanic
Catholics.
Ineffectual At Educating
Q. Why are the bishops apparently so
ineffectual at educating Latinos on their Catholic political
responsibilities?
A. That’s easy. The bishops are ineffectual in
educating all Catholics. Their voting guide (Forming Catholics for
Faithful Citizenship) is written in such a way as to be all things
to both parties. Until they begin to discipline the likes of Pelosi and
Biden, none of their pronouncements on anything will matter to anybody,
and everybody will simply go on believing that to be Catholic is to be a
citizen: free to choose whatever you want.
Q. Might [ the ineffectuality] be the same
reason that — as you note — bishops don’t even seem to have so much
success at keeping the Latinos in the U. S. within the Catholic Church?
A.Yesterday, the President indicated that the
problems in Egypt are Egyptian problems. That would be refreshing, if it
weren’t just a cover for the utter failure of his foreign policy. In the
same way, the religious journeys of Hispanics ( out of the Catholic
Church and into more emotive versions of Protestantism) will probably
continue no matter what the bishops ( or pandering Republicans, for that
matter) do.
The bishops have all but become politicians themselves, trying,
as I’ve suggested, to be all things to all Catholics. In some cases, one
is not sure if Christ is really the most important thing in their lives.
One senses that “ leadership” is, whatever that is.
Q. What of justice for tens of millions of
other people around the world? I recently wrote of a Vietnamese bus
driver in his native land who breaks speed laws so he can haul more
people, making more money, so he won’t starve. Is his desperation less
valid because he’s in Asia?
A. This is why my concern about the bishops (
even in this new era of evangelization) is that they’re almost more
political than religious. And there are many Catholic agencies ( I’m on
the board of one) that do effective outreach inplaces such as Vietnam. I
don’t think the American bishops don’t care about the bus driver. It’s
just that their interests are parochial: They’re too concerned about the
status of the Church in American society. They should be more actively
concerned about the kingship of Jesus Christ over the hearts of American
Catholics.
Q. Late last year The Los Angeles
Times reported that illegal seaborne entry is another major problem — a
story occasioned by an illegal killing a Coast Guardsman off Santa
Barbara. Then that situation quickly was submerged again in the news.
A. Enforcement is always going to be a big
issue, and hard to solve. The question is whether or not ( with regard
to illegal immigration generally or human trafficking specifically) we
have the will to solve the problem. I’m not sure we do. Increasing
personnel and patrols along the southern border or amping up Coast Guard
interdictions along the coasts will help, especially the latter. But we
do need an effective barrier of some sort in the south.
[The Wanderer interviewer, a Phoenix resident, provided various
details about the dangers of porous borders in Arizona, including armed
drug dealers easily crossing into the U.S. and maintaining lookout
points, border fencing that is only a few scraggly wires, and a fence
full of patched holes right in the center of a border- straddling town.]
A. Again, this is an issue with a lot of
layers. The rule of law is at the heart of the philosophical challenge,
but in a more practical way security is primary. If drug dealers may
operate with impunity, one wonders how many terrorist sleeping dogs have
entered America through the sieve that is the border.
[T] he magnitude of the problem is simply immense. But it’s a
material, technical problem, and — as such — it is solvable. But
there’ll be no such solution until the will to achieve it is there.
The bishops waffle in the wind. They do not accept that a woman
who aborts her son or daughter does so because she is a victim of her
sexual passion or her biology. They see her as a rational actor
responsible for her actions, her sins. But they do see the illegal
immigrant as a victim, even though each immigrant is a decision- maker.
I’ve said some unkind things about Mexico, but it is not a police state.
We’re dealing with immigrants, not refugees.
Q. [ New York] Cardinal Dolan, like [ Los
Angeles] Archbishop Gomez, used the term Nativists. The cardinal also
said the Nativists had been engaging in “nasty season.” Our own Arizona
Catholic Conference recently attributedopposition to “ comprehensive
immigration reform” to anger and shouting. [ Philadelphia] Archbishop
Chaput said it’s being bigots, versus “justice, intelligence, common
sense, and mercy.”
A. Politics, pure and simple.
Q. The December 12, 2011, letter issued by the
U. S. Hispanic bishops hailed illegal entrants as heroes and
characterized their opponentsas haters.
A. Politics, pure and simple.
Q. Are you aware of U.S. Catholic bishops
using comparably strong language against illegal immigrants themselves,
such as perhaps “ hardened lawbreakers”? “ Identity- stealers”? What
about harsh language against strongly pro- abortion Democratic
Partycandidates?
A. I’ve never heard or read such language
about illegal immigrants. I have heard some harsh language directed at
some politicians, but that’s schoolyard “sticksand- stones” palaver.
What we need in this latter regard is action: denial of Communion, if
not outright excommunication.
Q. So why do Catholic prelates feel free to
use such invective against faithful, practicing Catholics?
A. I can’t help thinking it’s because the
bishops hope to swell the Catholic population through immigration in
dioceses that are bleeding money and losing members. I believe that
won’t work, principally because the Church has become a cafeteria. And
the church down the street is serving spicier food. Certainly the aromas
are more attractive, more viscerally alluring.
Q. Truly this is a prudential political issue
on which practicing Catholics can disagree as to the solution. But,
seeing the bald advocacy from the bishops, one could understand why some
people may believe enabling massive illegal immigration is an article of
the faith.
A. I think that is what many Catholics believe
about immigration. Sad to say, it’s also what they believe about “
choice” and “ compassion” ( as regards same- sex unions). I am a
believer in the goals of our democratic republic: as Lincoln said, “ the
last best hope”; as Churchill put it, “ the worst form of government,
except for all the others. . . .”
But behind that blessed liberty lies the truth, and we’re
acting against the truth. When we die, neither Heaven nor Hell will be a
place in the United States, like some glorious or vile town in an
episode of Twilight Zone.
Our individual and collective destinies are not American. We
live in a cosmic drama in which, as Charles Peguy wrote, the only
tragedy is “ not to have been a saint.”
