Book on sex abuse scandals banned from Catholic bookstores...

A book chronicling the mishandling by the US bishops of the sex abuse crisis is being banned from Catholic bookshops, its author says. Philip Lawler, a Catholic journalist and author of "The Faithful Departed: The Collapse of Boston's Catholic Culture," has said his book signings at Catholic bookshops have been cancelled and suspects that the reason is complaints from Church officials offended by the book.

The book has been selling well, he says, but people have to buy it at Barnes and Noble or on Amazon. "It's not readily available in Catholic bookstores," his blog informs potential readers.

Lawler's wife, Leila, wrote on the blog, "It seems to me that the establishment -- particularly here in the Boston area -- is more concerned with protecting their turf than with this perennial project of bringing Christ, the way and the truth, to every human endeavor."

Lawler himself asked readers, "Has anyone found The Faithful Departed in a Catholic bookstore? Please let me know. I'm curious to learn how far the informal 'boycott' stretches."

Msgr. Walter Rossi, rector of the National Shrine of the Immaculate Conception in Washington, told Washington Times religion reporter Julia Duin yesterday that Lawler's book was removed from the shrine bookstore because it is "time to move on" from focusing on the sex abuse scandals. During his April visit to the US, the rector said, "[Pope] Benedict over and over again said it's time to move on."

"Diogenes", the popular pseudonymous blogger and commentator at Catholic Culture, formerly Catholic World Report, responded, "If the Pope said this 'over and over again,' it's funny that the message does not appear in the transcripts of his public remarks. It's funny that nobody else heard him say it. Maybe Msgr. Rossi had a front-row seat, and could hear things that the Pope whispered."

Diogenes points to Benedict's remarks during his recent visit to the US: "Yes, Pope Benedict said that it is time for healing and reconciliation. But he also said that he was 'deeply ashamed' by the scandal, and that it had been 'sometimes very badly handled'."

Asked why Lawler's scheduled book-signing had been cancelled, Msgr. Rossi indicated it should never have been approved. "That fell through the cracks," he said. "That should have been vetted."

The book is a chronicle of episcopal mismanagement, sexual misbehaviour by clergy and the infiltration of the Boston archdiocese over decades by homosexuals and their enablers. As such it places the blame for the sex abuse crisis squarely in the corner of the bishops and archdiocesan officials who first allowed active homosexuals into the priesthood.

Diogenes points out that the sex abuse scandal in which dozens of homosexual priests molested teenage boys over a period of decades, is of particular embarrassment to the US Catholic hierarchy. The US hierarchy, he said, "is uncomfortable with any further discussion of the issue." The insistence that "it's time to move on" has become "something like a mantra," for bishops who have assured the Catholic faithful in the US that the crisis is over.

Duin noted that she had heard the "moving on" mantra before "from top church officials." "Basically, it's that the bishops have dealt with the crisis and have it under control. End of discussion."

Lawler, who has been Director of Studies for the Heritage Foundation (a conservative think-tank based in Washington), a member of two presidential inaugural committees, and a candidate for the U.S. Senate, said that the abuse scandal is not over: "My argument is they haven't dealt with it."

George Weigel, noted US Catholic author, said of The Faithful Departed, "Lawler's account of the unholy trinity that brought Boston Catholicism to its present, unhappy state - clerical sexual misbehaviour, episcopal irresponsibility, and homosexuality - is right on the mark. Many Catholics understandably want to put the Long Lent of 2002 behind us. No one should do so without reading The Faithful Departed."

Clergy sex abuse payouts nearly double...

The number of sex abuse claims against Roman Catholic clergy dropped for the third consecutive year, but total payouts to victims nearly doubled to reach their highest level ever, according to a new report for the U.S. Conference of Catholic Bishops.

Dioceses and religious orders received 691 new allegations last year, compared with 714 in 2006. The overwhelming majority of claims date back decades. Settlements with victims increased by 90 percent over the same period, to more than $526 million -- the largest amount for one year.

The findings, released Friday, are part of an annual review the American bishops commissioned in 2002 as the abuse crisis consumed the church. A companion audit of bishops' child safety policies found that nearly every diocese was following the plan.

Still, the bishops' child protection officer cautioned against "issue fatigue."

Teresa Kettelkamp, executive director of the Office of Child and Youth Protection, said the sense of urgency surrounding the issue is easing as dioceses finish enacting the reforms and cope with the many other demands on their resources.

Auditors found that some lay-clergy review boards _ created in every diocese to help bishops respond to abuse _ hadn't met in more than a year because no new allegations had been made. Two archdioceses _ Denver and Anchorage _ hadn't reported abuse claims to civil authorities until after the lapse was discovered in the audit.

"I think this is too important an issue to tire of it," Kettelkamp said. "Just because the number of victims has decreased, don't feel that there aren't more victims out there needing encouragement to come forward."

The abuse crisis erupted in 2002, with the case of one predator priest in the Archdiocese of Boston, then spread to dioceses nationwide and beyond. The bishops responded by enacting the Charter for the Protection of Children and Young People, which requires dioceses to conduct background checks on workers, provide safety training to children and reach out to victims.

Nearly 14,000 molestation claims have been filed against Catholic clergy since 1950, according to tallies released by the bishops' conference. Abuse-related costs have reached at least $2.3 billion in the same period.

Last year, total abuse-related costs, including settlements, legal fees, therapy for victims and support for offenders, surpassed $615 million for dioceses and religious orders.

Several dioceses reached massive agreements with victims in the past 12 months. The Archdiocese of Los Angeles had the biggest by far, pledging $660 million to about 500 people. But many of those settlements have yet to be fully paid. Insurance covers some of the cost.

Of the 691 new abuse claims, five cases involved alleged victims who were under age 18 last year. Some of the accused clergy in these cases were overseas priests working in the United States.

The National Review Board, the lay panel the bishops established to monitor their policies, said dioceses should improve background checks on priests from other countries and review standards of conduct with them. American dioceses are relying increasingly on overseas priests as the number of U.S. clergy sharply decline.

Most of the new allegations were made by adults who said they had been abused about three decades ago. A large majority of the 491 clergy accused last year were dead or missing, or had either been barred from public church work or defrocked because of other molestation cases.

About 40 percent of the clergy was newly accused.

The survey of nearly all 195 U.S. dioceses and non-geographic districts called eparchies was conducted by the Center for Applied Research in the Apostolate at Georgetown University.

The accompanying audit was conducted by The Gavin Group, Inc., a consulting firm led by a former FBI official, which completed onsite reviews at 190 dioceses and eparchies nationwide. Four eparchies and the Diocese of Lincoln, Neb., did not participate.

The biggest compliance problem the auditors discovered was training children to protect themselves from abuse. Eleven dioceses had not fully completed the training.

Kettelkamp said it has been especially difficult to train children in after-school religious education classes, who often only attend for a short period. The Archdiocese of Boston was among those that failed to provide training in those courses.

Advocates for victims have criticized the annual reports because the auditors and researchers must rely on information provided by the dioceses and religious orders.

New U.S. seminary guidelines rule out gay priests...

Officially promulgated on August 4, a new 98-page Program of Priestly Formation has been issued by the United States Conference of Catholic Bishops (USCCB) after being approved by the Vatican.  Replacing the fourth edition of the norms guiding priestly formation in all seminaries published in 1992, the fifth edition has taken seriously the scandal of priestly sexual abuse.  Speaking of a proper formation in sexuality, the document states, "As we have recently seen so dramatically in the Church, when such foundations are lacking in priests, the consequent suffering and scandals are devastating."

In the section on "Norms for the admission of candidates" to the priesthood, the Program states explicitly that "Any evidence of criminal sexual activity with a minor or an inclination toward such activity disqualifies the applicant from admission."

And in the very next clause the document addresses persons with homosexual tendencies.  "With regard to the admission of candidates with same sex experiences and/or inclinations, the guidelines provided by the Holy See must be followed," says the document.

That statement, read faithfully, rules out admittance to the priesthood of not only practicing homosexuals, but also those with deep-seated homosexual tendencies, as well as those who support the homosexual lifestyle.  The authoritative Vatican document on the matter was released on November 28, 2005.  The document, "Concerning the Criteria for the Discernment of Vocations with regard to Persons with Homosexual Tendencies in view of their Admission to the Seminary and to Holy Orders", stated, "the Church, while profoundly respecting the persons in question, cannot admit to the seminary or to holy orders those who practice homosexuality, present deep-seated homosexual tendencies, or support the so-called 'gay culture'."

Despite the clarity from the Vatican, certain Bishops and seminary directors began in earnest to attempt to twist the statement to say differently.  While such moves were relatively unsurprising from Los Angeles Cardinal Roger Mahony and Rochester Bishop Matthew Clark, Cardinal Cormac Murphy-O'Connor, the archbishop of Westminster in the UK, contradicted the document in an official statement. However, the USCCB Program will make such chicanery more difficult as it says that "A candidate must be prepared to accept wholeheartedly the Church's teaching on sexuality in its entirety."

The Program instructs not only the seminarian but also the seminary to be faithful to the totality of Catholic teaching on sexuality.  "The teaching of sexual ethics must be thorough and unambiguous in its presentation of the authentic teaching of the Church in sexual moral matters," says the document. It adds, "This is a matter of special import since the seminarian's formation in celibate chastity includes the intellectual assent to, and embrace of, the Church's moral teachings in matters of sexuality."

The program also insists that future priests have a good grasp on the "moral evils" of "contraception, abortion, and euthanasia." The document says: "The importance of a clear grasp of the principles of medical-moral ethics cannot be underestimated for the future priest in the contemporary culture. Special attention during his preparation should be given to the fundamental respect for human life from conception to natural death and to the moral evils of and pastoral means of addressing contraception, abortion, and euthanasia."

The document "Program of Priestly Formation (Fifth Edition)" was developed by the Committee on Priestly Formation of the USCCB which was chaired by Phoenix Bishop Thomas J.
